I. General rules

  1. Karshi institute of irrigation and agrotechnicies of the National Research University "Tashkent Institute of irrigation and agricultural mechanization engineers"(later renamed the Institute) was founded by the president of the Republic of Uzbekistan in accordance with Resolution No. 42 of December 10, 2021 “On measures to improve and improve the system of training important personnel for economic sectors”.
  2. The institute is considered a state higher education institution and is engaged in educational activities on the implementation of basic and additional educational programs of Higher Education. It carries out educational-pedagogical and scientific-methodological and other activities and provides educational services in accordance with the legislation of the Republic of Uzbekistan.
  3. In its activities, the Institute adheres to the Constitution of the Republic of Uzbekistan, the law “on education”, the national program of training, decisions of the Houses of the Supreme Assembly, decrees, decisions and orders of the president of the Republic of Uzbekistan, decisions and orders of the Cabinet of Ministers, regulatory legal acts of the Ministry of higher and secondary special education and this charter.
  4. The institute is a legal entity. Operational management has a specific property and responds in accordance with its duties on the same property, there may be a mandatory, response and response to the acquisition of property on its own behalf and the implementation of Title rights in the property.

II. Main tasks and activities of the Institute

  1. The main tasks of the institute include:
  • meeting an individual's needs for intellectual, cultural and spiritual and moral maturation through education in higher education and post-higher education;
  • training of highly qualified scientific and pedagogical personnel (doctor of philosophy, doctor of Science) in the type of education after higher education;
  • preservation and enrichment of moral, spiritual, cultural and scientific values of society;
  • formation of a comprehensively developed and loyal person, a citizen of an independent state as a self-sacrifice of his homeland, a person who feels his responsibility to the people's society and family, respects national and universal values, enriches and strengthens folk traditions, and works conscientiously and honestly for the future of our homeland;
  • ensuring quality training of highly qualified personnel for the agricultural and water sector at the level of national and international standards;
  • creation of educational and methodological literature on relevant undergraduate educational areas and master's specialties, taking into account the achievements in the field of Agriculture and water management of the Republic, the experience of foreign countries and the requirements and needs of production areas in the Kashkadarya region;
  • solving the scientific and methodological tasks of the development of the agricultural and water sector, conducting scientific research using advanced foreign technologies, practical implementation of their results and wide involvement of talented student youth in scientific activities;
  • development of cooperation with leading institutions of higher education, scientific centers and leading organizations of the Republic and foreign countries in the field of Agriculture and water management in order to carry out educational and scientific projects, attract qualified specialists to the educational and scientific research process;
  • harmonizing educational and qualification practices with modern production processes, ensuring that theory and practice are closely related in the educational process and improving the competitiveness of graduates in the labor market;
  • to increase the scientific potential of the Institute by regularly sending promising graduates to master's and doctoral institutions, scientific centers and leading organizations of the Republic and foreign higher education institutions and foreign higher education institutions, scientific centers and leading organizations, and sending professors and teachers to foreign higher educational institutions and production enterprises for training;
  • Organization and operation of catering, kitchen, buffets in the buildings of the Institute and its associated facilities.

III. Subjects of educational and scientific and methodological work, their rights and obligations

a) students:

  1. The institute is carried out according to the rating system of points accumulated according to the results of tests by the State Commission on admission of students to higher education institutions of the Republic of Uzbekistan in accordance with the procedure and rules for admission of students to higher education institutions of the Republic of Uzbekistan according to the applications of persons with general secondary, secondary
  • Admission to the institute is carried out on the basis of equality for all (under grant, fee-contract), uniform admission rules and single selection, ensuring that applicants with the highest scores in the tests are allowed to be admitted in the first place on state grants. The remaining applicants have the right to be accepted within the framework of the fee-contract quotas established on the basis of test scores. Under the legislation, enrollment is guaranteed even on the basis of a certain exemption without test tests.
  • According to the current legislation, it enrolls foreign citizens.
  • Also, Persons with higher education can be admitted to the Institute in accordance with the regulation on the procedure for obtaining the second and subsequent education in educational institutions of the Republic of Uzbekistan (in the second and subsequent education).
  • The person received by the order of the rector of the institute is a student of the Institute. The student is given a student certificate as well as an assessment book for free.
  1. Students of the Institute have the following rights:
  • obtaining knowledge corresponding to the achievements of science, technology, modern technologies;
  • Free use of books, periodicals, e-learning tools available in the information resource center of the Institute in the prescribed manner;
  • get free tips and tricks;
  • auditoriums, free use of tools related to the educational process in the established order;
  • to express their suggestions, critical opinions on the effectiveness of the educational process and improving the quality of education to the head of the educational institution, Dean's office and Department in the prescribed manner and demand their consideration;
  • Participation in public events held at the level of the Institute and faculty;
  • participation in research and scientific conferences and publication of their results;
  • To join and participate in the work of public associations that are legally operating in the Institute;
  • participation in spiritual and educational, improvement, Greening and other non-legislative public affairs during the extracurricular period;
  • work in accordance with labor law in the institution of higher education itself, as well as in other places in their free time from study;
  • the use of other rights that do not contradict the legislation necessary to obtain quality and high-level knowledge, to become a highly qualified specialist in his chosen specialty.
  • It is imperative that the student does not abuse his rights, does not use these rights for purposes contrary to the interests of other persons.
  1. Students studying under state grants and in the form of fee-contract study separated from production are provided with scholarships in the order and amount prescribed by the Cabinet of Ministers of the Republic of Uzbekistan (excluding foreign students).
  • Students have the right to receive the scholarship of the president of the Republic of Uzbekistan, the named state scholarship and the internal Title scholarship of the Institute based on the relevant regulatory legal acts.
  1. During the period of military service, restoration of health, pregnancy and childbirth, as well as child care holidays, the student can be given academic leave in the established order.
  2. Students studying in the form of full-time training in accordance with the legislation of the Republic of Uzbekistan are allowed to postpone the draft period for the duration of their studies at the Institute.
  3. Students in need, based on the capacity of the Institute's student accommodation, are provided with space from the Institute's student accommodation that meets sanitary standards and regulations. The fee for student accommodation is determined by the Council of the Institute, taking into account the fees for communal services in student accommodation.
  • In the presence of students in need of accommodation, the use of the Institute's student accommodation space for other purposes (rent, other arrangements)is not permitted.
  1. For reasons of discretion or excuse from the institute, an alienated student has the right to re-enroll under the regulations on the procedure for moving, resuming and excluding students from study approved by the Cabinet of Ministers of the Republic of Uzbekistan.
  • The students of the Institute have the right to transfer their studies to other higher education institutions (re-education) in the prescribed manner.
  • It is prohibited to transfer (restore)students to the Institute from non-governmental higher education institutions and Institutes of higher education institutions of other countries (centers, departments, educational counseling points, etc.) that are not licensed to conduct educational activities on the territory of the Republic of Uzbekistan.
  1. Students of the institute are required to acquire the knowledge provided for by the state educational standards of Higher Education, qualification requirements, curricula and programs, to fulfill all types of assignments within the prescribed period. They must comply with the Institute's charter, rules of internal order, rules of etiquette and rules of student accommodation. The requirement to comply with student residence regulations applies to students living in this student residence hall.
  • In addition to the circumstances provided for by the decisions of the government of the Republic of Uzbekistan, it is forbidden to involve students in non-educational activities at the expense of study time.
  • The student can be excluded from the Institute in the following cases:

a) at will;

b) in connection with the transfer of education to another educational institution;

v) due to health (on the basis of the reference of the Medical Commission);

g) for violations of academic discipline and internal procedures of the Institute;

d) because he left classes for more than 74 hours for one semester without excuses;

e) due to the fact that the tuition fee is not made on time (for those studying under the pay-contract);

j) in connection with the fact that the student was deprived of freedom by the court;

z) when a court order is found to have violated the established procedure in the entrance examinations (in this case, those who are excluded from the student ranks will not be reinstated in the student ranks);

i) because he died.

  • A student who has not been able to master the subjects within the specified periods (who is academically indebted) is omitted from the course by order of the rector of the Institute.
  • On the initiative of the administration of the Institute, according to subparagraphs “e”, the exclusion of students from study is carried out taking into account the written consent of the student Trade Union (for students who are a member of the trade union). Also, the student can be agreed with the primary organization of the educational institution “Youth Union”, subject to exclusion, according to subparagraph “g” of paragraph 17 of the provisions in question.
  • A student who is subject to disciplinary punishment can appeal to the rector, the Ministry of higher and secondary special education or other authorized organizations with a complaint in accordance with the procedure established by law on the legality and fairness of the punishment applied to him.
  • Information on the disciplinary punishment applied to the student is kept in his personal collection volume.
  • When a student is expelled from the Institute, he is assigned his personal documents, an academic certificate of the established form, and a copy of them is stored in a personal collected volume.
  • Disciplinary penalties apply no later than a month after the determination of the behavior and no later than six months after the occurrence of the behavior, without taking into account the time of the student's illness or vacation. Students are prohibited from taking disciplinary action during illness, academic leave, or during periods of leave associated with pregnancy and childbirth status.
  • The fact that the student is sick is informed directly by himself or his parents by a written application to the dean's office, usually no later than a week, and the original medical certificate is provided.

b) pedagogical staff, educational-auxiliary and Administrative-Economic staff of the Institute:

  1. The institute has the positions of pedagogue, scientific staff, engineering and technical, administrative farm, production, educational assistant and other servants. The pedagogical staff includes the positions of head of the Department, professor, Associate Professor, Senior Lecturer, teacher, assistant and teacher-trainee.
  2. The holding of positions within the pedagogical staff is carried out on a competitive basis under an employment contract.
  • The rector of the institute is appointed by the minister of higher and secondary special education in coordination with the administration of the president of the Republic of Uzbekistan on the recommendation of the rector of the National Research University “Tashkent Institute of irrigation and agricultural mechanization engineers”.
  • Vice-rector for scientific work and innovation of the Institutes of the National Research University” Tashkent Institute of irrigation and agricultural mechanization engineers " is appointed and released in coordination with the Ministry of innovative development of the Republic of Uzbekistan.
  • The dean of the faculty is appointed by order of the rector of the Institute in coordination with the Ministry of higher and secondary special education.
  1. The pedagogical and scientific staff of the Institute have the following rights:
  • Election and election to the boards of the Institute and faculty in accordance with the established procedure;
  • Participation in the discussion of issues related to the activities of the Institute;
  • Use of the services of the Information Resource Center, educational and scientific units of the institute, as well as the services of socio-domestic, medical and other departments in accordance with the collective agreement;
  • Selection of methods and means of teaching, implementation of research work that ensures a high quality of the educational and scientific process;
  • To apply for orders and orders of the administration of the Institute in the manner prescribed by law;
  • Participation in competitions, holding positions in the manner prescribed by law;
  • Get acquainted with the scientific and educational and methodological literature of foreign colleagues in the field and exchange ideas with them;
  • Improving theoretical knowledge, practical experience, research style and pedagogical skills;
  • Leadership of research work of students;
  • Conducting research work, participation in fundamental, practical and innovation projects, foreign scientific projects and economic contracts;
  • Preparation of textbooks and teaching aids, writing monographs and scientific articles, obtaining patents for inventions, certificates for software products for ICT;
  • Conducting research work in accordance with the approved plan, participating in the discussion of research work and introducing their results into production, recommending the publication of the results of scientific work;
  • Participation in ensuring effective integration of Education, Science and production;
  • Participation in the development of international relations with foreign leading scientists, scientific centers and educational institutions;
  • The use of other rights established by the legislation of the Republic of Uzbekistan on the field of Education.
  1. The responsibilities of the pedagogical and scientific staff of the institute include:
  • strict adherence to the rules of education legislation, Labor and executive discipline, Institute Charter, internal Labor order and etiquette, conscientious performance of its service duties and non-staining of teaching honor;
  • to have a pleasant relationship with employees, students and other persons of the institution who communicate in the process of work;
  • execution of legal orders of the employer, timely and high-quality execution of educational-methodological, scientific and spiritual-educational work on the basis of a personal plan, which is approved annually, in particular:

a) to carry out the volume of educational downloads, educational-methodological, scientific educational-organizational work on the basis of a proven personal plan and participate in spiritual and educational work;

b) conduct educational work, direct participation in spiritual and educational work with students, including participation in extracurricular activities;

c) participation in scientific topics approved by the Council of the Institute, carried out in the Department;

g) regular improvement of their qualifications;

  • compliance with the rules for labor protection, Technical Safety and production sanitation;
  • Preservation of the property of the institute, its rational use;
  • compensation for real material damage to the employer, which was directly caused by his own fault;
  • Participation in public affairs of the Institute;
  • ensuring the effectiveness of the pedagogical and scientific process;
  • formation of high professional training, ability to work in the chosen direction (specialty) of those educated in the conditions of modern civilization and democracy;
  • improving literacy from a foreign language and Information Technology, knowing at least one or two foreign languages;
  • formation of independent thinking, initiative, creative abilities in educators;
  • Taking part in the” master-disciple " system and carrying out scientific, spiritual and educational work with the disciples attached to him;
  • being an example with his manners, culture, spiritual level;
  • adherence to dress culture;
  • to be aware of the reforms carried out in the Republic and the news that is happening in the world;
  • Active participation in cultural, spiritual, educational activities organized by the institute, faculty, department;
  • enriching the self-taught science program on the basis of regular science and technical achievements;
  • pass classes at a high level;
  • finding new resources related to the subject area and introducing students to them;
  • develop a schedule of working curriculum, calendar plan and rating controls of the subject(s)that he teaches until the beginning of each academic year and confirm in the established order;
  • timely transfer of rating controls;
  • impartial assessment of student knowledge;
  • application of new pedagogical technologies in the course of the lesson;
  • improve scientific potential and pedagogical skills;
  • leadership of student research work;
  • to have information and visions about existing problems in production enterprises and institutions in his specialty and to have research topics related to the solution of existing problems in the production process;
  • creation of development and technologies in person or in co-authorship based on the topic of research carried out;
  • qualification or internship in the base higher education institutions and production enterprises in the specialty;
  • active participation in the reforms carried out in the higher education system.
  1. Foreign service trips of employees of the institute are carried out on the basis of a temporary directive approved by the ministry “on the procedure for traveling to foreign trips from higher educational institutions of the Republic of Uzbekistan”.
  2. The institute ensures that pedagogical workers improve their skills at least once every three years.
  3. The rights and obligations of the administrative-economic, engineering-technical, educational-auxiliary and other service personnel of the institute are determined by internal order and rules of etiquette and position instructions.

  1. The institute conducts basic educational programs of education at one stage in the baccalaureate.
  • Baccalaureate is a basic higher education that provides fundamental and practical knowledge in the direction of education, the duration of study is no less than 4 years.
  • Graduates who have completed the Bachelor's program are awarded a “bachelor's degree” in the direction of education on the results of State attestation, and a diploma of the state sample is awarded.
  • A bachelor's Diploma of the state sample gives its holders the right to engage in professional activities or continue their studies at the next stages of educational institutions in accordance with the chosen direction and specialty, or work in the specialty they have acquired. Early education in basic education programs at different stages of higher education is not considered as secondary higher education.
  1. The organization of the educational process at the institute is regulated by the curricula and programs of subjects developed by the base higher educational institutions and approved in the established order, the annual calendar curriculum approved by the rector (vice-rector for educational work), as well as the schedule of classes.
  • By purposeful Organization of the educational process, that is, the choice of forms, methods and means of education, the institute should provide students with the necessary conditions for mastering the basic professional educational programs of Higher Education.
  • The unity of the educational process is ensured by state educational standards. The Departments of socio-economic and humanitarian Sciences of the Institute, spiritual and educational and sports branches, students and other community organizations, leadership and coordination of their activities are carried out by the vice-rector for youth issues and spiritual and educational affairs.
  1. The Institute defines the following main types of training: lecture, consultation, seminar, practical training, laboratory work, Control work, colloquium, independent work, internship, course project (coursework), undergraduate graduation qualification work.
  • An 80-minute (non-break joint lecture) academic hour is set for all types of auditorium classes. The break between training sessions will be at least 10 minutes.
  • The languages in which education and training is carried out are: Uzbek, Russian and English.
  • The institute uses the state educational standard, which is developed in accordance with the established procedure for all forms of education within the framework of the basic vocational education program and is subject to state registration at the Uzstandart agency.
  • The development of educational programs at the institute is regulated in accordance with the “regulation on the rating system of control and assessment of the knowledge of students of higher educational institutions”approved by the Ministry of higher and secondary special education and registered with the state from the Ministry of Justice. According to the”regulations on the final state attestation of graduates of higher educational institutions of the Republic of Uzbekistan", it is completed with the final attestation of graduates. Transfer of mastering students from course to course is carried out by order of the rector on the recommendation of the dean of the faculty. Students cannot be conditionally transferred from course to course.
  • The institute carries out scientific and methodological work aimed at improving the quality of training of specialists at the expense of advanced pedagogical and information technologies, individualization of education and the use of means of Independent Education, a credit-modular system and distance education.

VII. Institute management

  1. The management of the institute is carried out on the basis of the legislation of the Republic of Uzbekistan and the principle of harmonization of Public Management through the individual leadership and the Board of the Institute, the Board of Trustees in accordance with this charter.
  • On the basis of the model regulation “On the procedure for organizing the activities of public councils under higher education institutions”approved by the Ministry of higher and secondary special education of the Republic of Uzbekistan, a public council operates at the Institute.
  1. The Charter of the institute is approved by the Ministry of higher and secondary special education.
  2. Direct management of the institute is carried out by the rector appointed by the Minister of higher and secondary special education.
  • The rector is fully responsible for the activities of the Institute, as well as the rules of internal order and etiquette of the Institute and the obligations established in this charter.
  • The rector acts on behalf of the Institute in accordance with the legislation of the Republic of Uzbekistan, participates in all departments, institutions, enterprises as its representative, is responsible for the property of the Institute, makes contracts, issues credentials, opens accounts of the Institute in banking institutions, issues orders for the use of financial resources in the established manner.
  • Rector within the competence of the Institute:
  • It is the head of the activities of the Institute and is responsible for the fulfillment of the goals and objectives assigned to the Institute;
  • In coordination with the Ministry of higher and secondary special education, the dean of the faculty, the chief accountant and Deputy Chief Accountant-appoint the auditor to the position and dismiss;
  • The Institute recommends candidates for the post of Vice-Vice-Rector and defines specific duties and responsibilities of vice-chancellors, deans;
  • Carries out the employment and dismissal of employees and employees of the institute, as well as scientific and pedagogical personnel in the manner established by the labor legislation of the Republic of Uzbekistan and the Cabinet of Ministers;
  • the legal service appoints and dismisses its employees in coordination with the relevant Justice Authority;
  • Establishes the functions of research, experimental and other organizations and units that are part of the Institute and approves the regulations on them;
  • The Institute establishes monthly Masters and supplements to the salaries of employees in the prescribed manner (except for the rector and vice-rectors);
  • Approves the rules of internal order of the Institute in agreement with the Union Committee or other authorized body of the Institute;
  • Cancels orders of the institute issued in violation of current legislation or regulatory legal acts of the ministry;
  • The Institute approves the state schedule of funds allocated in accordance with the model state units and the salary fund, the number of employees and position salaries of the approved Institute, pedagogical staff and other employees of the institute within the tariff set;
  • On the recommendation of the Council of the institute, it confirms the decisions to open or Close faculties, departments in accordance with the relevant regulatory legal acts in the established procedure.
  • Based on the requirements of “The regulation on the chair of a higher educational institution", on the recommendation of the Council of the Institute, chairs are created or terminated.
  • The rector of the institute is not allowed to work as a deputy in another leadership position (except for scientific and scientific and methodological leadership), which is paid at the higher educational institution where he works and beyond.
  • The rector cannot perform his duties on the bench.
  1. In accordance with the regulation”On Higher Education", a council is established to view the main issues of the Institute's activities.
  • The council includes the rector and is the chairman of the council, includes Vice-rectors, deans of faculties and heads of departments, heads of departments, employees of the Institute, representatives of the trade union council and the Youth Union Primary organization. The other members of the council are elected by secret ballot in the General Assembly (Conference).
  • The number of people elected to the council from the composition of professors is determined by the order of the rector.
  • The competence of the council, the procedure for its election and operation is determined by the model regulation “On the Council of a higher educational institution”approved by the Ministry of higher and secondary special education.
  1. Powers of the Council of the Institute:
  • the organization of conferences, as well as the decision to resolve other issues related to its holding;
  • Determination of the main promising areas of development of the institute, including its educational and scientific activities;
  • the main issues of the organization of the educational process, including the creation of a training plan, consideration of the results of student assimilation in final controls;
  • consideration of the plan of financial and economic activities and the program of development of the Institute;
  • Listening to the annual reports of the rector of the Institute;
  • information analytical, financial and economic activities on Educational, Research issues, as well as the decision-making of the Institute on issues of international cooperation;
  • Approval of the work plan of the Council of the Institute;
  • Recommending the pedagogical staff of the institute to receive scientific titles of candidates;
  • Making decisions on the formation and termination of structural sections carrying out the activities of the Institute (on the organization and termination of departments carrying out educational activities of other organizations carrying out scientific, research and scientific and technical laboratory activities, scientific and technical activities);
  • Selection of pedagogical staff of the Institute;
  • Recommending Institute employees to state awards;
  • Award of honorary titles under the rules approved by the Council of the Institute;
  • To recommend student candidates for the scholarship of the president of the Republic of Uzbekistan, State and non-title scholarships.
  1. A Board of Trustees is formed, the governing public body of the Institute.
  • The powers, formation structure and activities of the board of trustees are determined in accordance with the “model regulation on the board of Trustees of a higher educational institution”approved by the Cabinet of Ministers of the Republic of Uzbekistan.
  1. The institute operates a trade union committee, a Youth Union and a women's Committee on a community basis.
  • The activities of the Institute's trade union committee, Youth Union and women's Committee are regulated by collective agreements and other documents.
  1. Obligations of the Institute:
  • Achieving a successful functioning of the institute, an increase in the culture and discipline of Labor, improving the professional skills of employees, preventing tariff rates from falling in comparison with those in force;
  • Timely provision of the Labor team with material and technical resources and financial resources for the implementation of the production program;
  • To raise labor productivity, master advanced experience, create all the conditions for the practical implementation of the achievements of Science and technology;
  • Regularly informing the Labor team about the implementation of the production program, the financial situation of the Institute and the use of the profits received;
  • In the institute itself, professional training for employees, training in another profession, conducting professional development work;
  • To conclude a collective agreement, to establish control over its implementation, as well as to provide information on other issues provided for by the Labor Code of the Republic of Uzbekistan, other laws, Constituent documents of the Institute, collective agreements and the collective agreement to the trade union committee;
  • Cooperation with the trade union committee within the framework of the established labor procedure, timely consideration of mutual proposals and requirements, settlement of labor disputes by negotiation;
  • In accordance with the current regulations, scientific and methodological, scientific and technical councils and commissions, a council of young scientists, etc.can be established at the Institute. In its activities, the Directorate and the council review the recommendations of the Institute public organizations and take them into account in their activities.
  1. The dean of the Faculty of the institute is appointed by the rector of the Institute in coordination with the rector of the National Research University” Tashkent Institute of irrigation and agricultural mechanization engineers".
  • In its activities, the dean of the faculty adheres to the regulation “On the Faculty”. The Council of the faculty is established, the composition, powers, formation and procedure for the activities of the Faculty Council are determined by the regulation “on the Council of the Faculty".
  1. The activities of the department are headed by the head of the department, who is elected by the Council of the Institute on a competitive basis in accordance with the regulations approved by the Cabinet of Ministers of the Republic of Uzbekistan. The powers of the head of the department and the procedure for the functioning of the department are determined on the basis of the regulation “On the Departments of the higher educational institution”and by service obligations.

VII. Financial and economic activity and material and technical base of the institute

  1. Buildings, constructions, property complexes, equipment according to the passport of the Institute, as well as properties necessary for consumption, social, cultural and other purposes are attached to the Institute for the purpose of implementation and use of the activities provided for in this Charter.
  • The institute is included in the number of objects to be removed from state ownership and privatized by the decision of the Cabinet of Ministers of the Republic of Uzbekistan.
  • Land plots allocated to the institute are attached for free use indefinitely.
  1. Funds, property and other property objects given to the Institute by physical and legal entities as a gift, gift or bequest, intellectual and creative products that are considered the result of the Institute's activities, as well as income received through its activities and this the right to own property objects purchased at the expense of income is granted.
  1. The institute has the right to operate as a property lessor and property lessor. In accordance with the Civil Code of the Republic of Uzbekistan and the Regulation "On the Procedure for Leasing State Property" approved by the Cabinet of Ministers of the Republic of Uzbekistan, the lease of buildings, structures and their parts attached to the Institute does not contradict the laws, leases state property in the form of equipment, vehicles and other assets at specified prices without the right to dispose of them with the consent of the Institute's board. The appropriate part of the funds received as rent is used for the development of the educational process.
  1. Funding of the Institute's activity is provided by the funds of the State budget of the Republic of Uzbekistan, funds from training on a fee-contract basis, income from economic activities and the provision of services on the basis of a contract, sponsorship donations of individuals and legal entities, it is carried out at the expense of grants from international financial organizations and other sources not prohibited by legislation.
  2. It is possible to carry out paid service activities in education and other fields without being excluded from the main activity of the institute. The business activity of the institute must correspond to the tasks defined in its charter. The Institute has the right to set prices for paid educational services, consultations and other services, and to independently dispose of the remaining income after taxes and other mandatory payments provided for by law.
  • The Institute independently resolves issues related to the conclusion of contracts, determination of obligations and other conditions that do not conflict with the legislation of the Republic of Uzbekistan and this Constitution.
  1. Position salaries in the institute are determined in accordance with the regulatory legal documents "On remuneration for the work of employees of higher educational institutions". The employee of the institute is paid a salary for the performance of his functional duties and the work provided for in the employment contract. The Institute determines the amount of additional salary, bonuses, material support and other financial incentives within the framework of the independent wage fund in accordance with the procedure and scope provided by the legislation.
  2. Allocates the necessary rooms for the activities of public organizations established in the institute. Rooms provided with heating, lighting and water supply will be allocated to the medical center located on the territory of the institute, as well as kitchens, buffets and other public catering establishments serving students, trainees and employees. Repair, reconstruction or construction of the relevant buildings of the institute, their financial support shall be carried out in accordance with the law.

VIII. International cooperation

  1. In accordance with Article 33 of the Law of the Republic of Uzbekistan "On Education", the institute has the right to participate in international cooperation on educational issues, to establish relations with relevant educational institutions of foreign countries in accordance with the established procedure. Agreements between the relevant educational management bodies of foreign countries of the interstate body on education, retraining and upgrading of foreign citizens, scientific and pedagogical staff of educational institutions outside the territory of the Republic of Uzbekistan. It is carried out on the basis of contracts concluded directly by the Institute with foreign citizens and foreign legal entities in accordance with the law.
  2. The Republic of Uzbekistan has the right to conclude agreements based on the established procedure on cooperation with foreign partners, which cannot be considered international agreements.
  3. In accordance with the legislation of the Republic of Uzbekistan, the Institute has the right to engage in foreign economic activities aimed at fulfilling the tasks stipulated in this Charter and the Law "On Education" and the National Personnel Training Program, as well as the development of international relations.
  4. Final Rules
  • The Institute responds to the following in accordance with the procedure established by the legislation of the Republic of Uzbekistan:
  • That he did not perform the tasks assigned to him or performed them insufficiently and poorly;
  • That during the educational process, they did not complete the volume of educational programs in accordance with the curriculum and schedules;
  • Safety of students, trainees, doctoral students, professors and other employees at the Institute during the educational process;
  • Violations of the rights and freedoms of students and employees of the Institute;
  • Other actions provided for by the legislation of the Republic of Uzbekistan;
  • Reorganization and termination of the activity of the institute is carried out in accordance with the current legislation. After approval by the order of the Minister of Higher and Secondary Special Education, this Charter shall be registered and put into effect in accordance with the established procedure;
  • Amendments or additions to this Charter shall be made in accordance with the order of the Ministry of Higher and Secondary Special Education.
